The Partnership brings together jurisdictions operating or developing ETSs at all levels of government: supranational, national, and sub-national (states, provinces, cities).

Join the Partnership
ICAP membership is open to all public authorities and governments that have established or are operating ETSs as a policy approach for reducing greenhouse gas emissions.
ICAP also welcomes applications for Observer status from public authorities and governments around the world that are interested in carbon markets and in the development of cap-and-trade systems for tackling greenhouse gas emissions.
