Founded in 2007 in Lisbon, Portugal, by the leaders of more than 15 governments, ICAP currently counts 34 full Members and 9 Observers. The Partnership brings together jurisdictions operating or developing ETSs at all levels of government: supranational, national, and sub-national (states, provinces, cities).

As of 12 June 2024, the ICAP Membership includes:

Arizona, Australia, Austria, British Columbia, California, Denmark, the European Commission, France, Germany, Greece, Ireland, Italy, Maine, Manitoba, Maryland, Massachusetts, the Netherlands, New Jersey, New Mexico, New York, New Zealand, Norway, Ontario, Oregon, Portugal, Québec, Scotland, Spain, Sweden, Switzerland, the Tokyo Metropolitan Government, Vermont, the United Kingdom, and the State of Washington.

Observers

Canada, Chile, Colorado, Japan, Kazahkstan, Mexico, Republic of Korea, Singapore, and Ukraine.

Join the Partnership

ICAP membership is open to all public authorities and governments that have established or are operating ETSs as a policy approach for reducing greenhouse gas emissions.

ICAP also welcomes applications for Observer status from public authorities and governments around the world that are interested in carbon markets and in the development of cap-and-trade systems for tackling greenhouse gas emissions.

Public authorities and governments interested in becoming a Member or Observer of ICAP are invited to contact us for further details on the application process and requirements.
