Technical Dialogue
ICAP facilitates exchanges among policymakers on the design and implementation of emissions trading systems.
As one of ICAP’s central activities, the technical dialogue workstream provides a platform for exchange among ICAP members and experts on issues related to ETS design and operation. ICAP launches workstreams and organizes workshops, webinars and public events on key ETS design elements to assist policymakers with the design and implementation of emissions trading systems.
Current and recently completed technical dialogue topics include scope expansion of ETS, ETS and complementary policies, compensation and support measures to citizens, ETS and net-zero, and competitiveness and carbon leakage.
Past topics have included competitiveness and carbon leakage, market oversight, monitoring reporting and verification (MRV), and offsets.
