ICAP ETS Summer School 2026 in Asia

From 7–11 September 2026, ICAP will host the Asia ICAP Summer School, a five-day regional seminar on emissions trading system (ETS) design and implementation in Bangkok, Thailand. The course brings together government officials and stakeholders from India, Indonesia, Malaysia, the Philippines, Thailand and Vietnam for an intensive, interactive introduction to carbon pricing, building on ICAP's long-running Summer School programme.

Emissions trading systems are increasingly being considered and developed across Asia, as countries look for cost-effective ways to meet their climate targets and support low-carbon development. Building on the tried-and-tested format of ICAP's Summer Schools, the Asia ICAP Summer School offers a condensed, region-specific introduction to ETS design and implementation for policymakers and stakeholders across South and Southeast Asia.

Over five days, participants will work through the design questions set out in the ICAP Emissions Trading Handbook, from scope and cap setting to allocation, MRV, market oversight and crediting, grounded throughout in practical exercises and case studies relevant to the region. A significant share of the agenda will be interactive: the Carbono ETS game, a running exercise carried across the week, asks participants to build and defend the design of a fictional emissions trading system as a group, while a half-day ETS simulation puts participants in the role of a regulated company, navigating compliance, trading and investment decisions under an ETS.

By the end of the course, participants will be able to:

  • Understand the fundamental decisions, trade-offs and concepts involved in designing and running an emissions trading system
  • Apply the ETS Handbook's design principles to their own national context
  • Draw lessons from how ETSs have been designed and implemented in other jurisdictions
  • Build lasting connections with peers, counterparts and experts across the region and the wider ICAP Alumni community

Participants are nominated by the governments of India, Indonesia, Malaysia, the Philippines, Thailand and Vietnam.

The Asia ICAP Summer School is delivered as part of ICAP's ETS capacity building activities, funded by the European Commission's Directorate-General for Climate Action (DG CLIMA) and implemented by Ecologic Institute, Get2C and the Environmental Defense Fund (EDF).
