ICAP is pleased to announce the appointment of Jean-Yves Benoit, Director General of Quebec Ministry of the Environment and the Fight against climate change, as the new Co-Chair of the International Carbon Action Partnership (ICAP). Jean-Yves will be joining Dirk Weinreich from Germany’s Federal Ministry for Economic Affairs and Climate Action to co-lead ICAP’s strategic initiatives.

Jean-Yves steps into this role following the departure of Rajinder Sahota from the California Air Resources Board, who has served as ICAP Co-Chair for over five years. ICAP is deeply grateful to Rajinder for her leadership and invaluable contributions since 2019. Her guidance has been instrumental in advancing ICAP’s mission to promote and expand emissions trading systems globally.

The Co-Chairs play a pivotal role in shaping ICAP’s vision and ensuring effective collaboration across jurisdictions. They provide essential oversight in planning and implementing ICAP’s activities, chair meetings, engage with governments on emissions trading, and represent ICAP at key international climate events.
