ICAP welcomes new Co-Chair

The International Carbon Action Partnership (ICAP) is pleased to announce the appointment of Charlie Lewis, Deputy Director for the UK Emissions Trading Scheme (ETS), as its new Co‑Chair. 

Charlie Lewis has led the UK’s emissions trading work at the Department for Energy Security and Net Zero since 2019, guiding the transition through EU Exit and overseeing the design and establishment of the UK ETS. He currently leads policy, strategy, and international engagement for the system, including work on potential linking between the UK and EU ETSs. Charlie brings more than a decade of experience in climate and energy policy, including roles on industrial decarbonization, carbon capture, and electricity market reform.

Charlie will serve alongside continuing Co‑Chair Jean‑Yves Benoit from the Government of Quebec. Together, they will provide strategic oversight for ICAP’s activities and represent the Partnership in international fora.

ICAP would also like to take this opportunity to express its deep appreciation to outgoing Co‑Chair Dirk Weinreich from the German Emissions Trading Authority. Dirk, who is retiring at the end of May, has played a pivotal role in the development of ICAP since its inception nearly 20 years ago. His leadership, guidance, and steadfast support – including five years of dedicated service as Co-Chair since 2021 – have been instrumental in shaping the Partnership into what it is today. We warmly thank Dirk for his extraordinary commitment and wish him all the best for the future.

ICAP looks forward to continuing its mission to advance emissions trading systems worldwide under the guidance of its Co‑Chairs.
