Manitoba Premier Greg Selinger announced an ETS as part of a new climate change plan on 3 December 2015 during the COP 21 in Paris. The system will be designed to link with other systems in North America; further details will be announced after public consultations.
Manitoba participated in the Western Climate Initiative (WCI), a group of US states and Canadian provinces working to develop a regional approach to reduce their greenhouse gas emissions. The WCI set a collective emissions reduction target of 15% compared to 2005 levels by 2020 to be met through a cap and trade program. Currently, British Columbia, California, Manitoba, Ontario and Québec are members working to implement a joint strategy to reduce greenhouse gas emissions.
Emissions & Targets
Manitoba has achieved its initial target of stabilizing emissions in 2010 at 2000 levels. Although, targeted reductions for 2012 were not achieved due to population and economic growth, a suite of new policies and programmes have been announced in the 2015 action plan.
By 2030: reduce emissions by a third from 2005 GHG levels.
By 2050: reduce emissions by 50% from 2050 GHG levels.
