The State of Vermont - founding member of RGGI - has joined the International Carbon Action Partnership (ICAP) as its 30th member.

Deborah L. Markowitz, Secretary of the Agency of Natural Resources, signed the ICAP Political Declaration on 17 June 2013.

The State of Vermont is a founding member of the Regional Greenhouse Gas Initiative (RGGI), the first mandatory cap-and-trade system in the United States, and has a long history of environmental stewardship. Vermont has set statewide greenhouse gas reduction goals. In 2012, Vermont adopted a statewide energy plan that recognizes the need to increase renewable and further reduce greenhouse gas emissions. ICAP is very much delighted to welcome Vermont to the partnership.
