Mexico joined the International Carbon Action Partnership as an observer on 8 October 2018.
The recently amended Mexican General Law on Climate Change (LGCC) establishes the basic framework for the gradual establishment of an emissions trading system (ETS) in the country. A pilot phase for a national ETS is scheduled to begin in 2019. The pilot will run for three years, before transitioning to the first phase of the national carbon market.
