On a visit to Mexico on 12 October, Québec Premier Philippe Couillard signed an accord with Mexican President Enrique Peña Nieto on environment and climate change including sharing expertise Québec has developed with its emissions trading system.

Mexico submitted its Intended Nationally Determined Contribution (INDC) to the UNFCCC in March 2015 committing itself to a 25% of its Greenhouse Gases and Short Lived Climate Pollutants emissions (below BAU) by 2030 and established a carbon tax with an offset compliance option in 2014. Mexico also signed a memorandum of understanding with California on climate change and the environment in July 2014.
