ICAP held its 2014 annual meeting in Montréal, Canada, on 25-27 September.

Policy-makers from 17 ICAP jurisdictions including ICAP members, observers and guests discussed recent developments in existing ETS as well as future fields for cooperation within ICAP. The participants were welcomed by David Heurtel, Québec’s Minister for Sustainable Development, the Environment and the Fight against Climate Change

The first portion of the meeting was devoted to ETS updates from ICAP members and guests. A further focus was a workshop on technical and political dimensions of linking ETS, which kicked off a two-year work stream on this issue within ICAP. ICAP members discussed the first-hand experiences with linking gained by ICAP members Québec and California, Tokyo and the neighbouring prefecture of Saitama, and the EU and Norway, and mapped out priorities for ICAP in this area in the coming time.

The Meeting also discussed recent and future ICAP activities on capacity building and knowledge sharing on emissions trading, the recently held ICAP-IETA High Level Carbon Pricing Dialogue and the road to Paris 2015.
