Guangdong publishes 2016 allocation plan, includes aviation sector

On 8 July, the Development and Reform Commission of the Province of Guangdong published their 2016 allocation plan (Chinese). According to the plan, the annual cap will be set at 386 MtCO2e, roughly 5% less than in 2015. 365 million allowances will be allocated for free to the 189 companies from the power, iron and steel, petrochemical and cement sectors. In order to prepare for the start of the national ETS next year, Guangdong also plans to include domestic aviation as part of its ETS.
