The training will take place in Florence, Italy, from 22 August to 2 September 2022. Application deadline is Monday, 11 July 2022. Participation in the Summer School is open to applicants from emerging economies and developing countries.
Background
Emissions trading is a market-based instrument for climate change mitigation. From the EU to South Korea and from China to California, more and more jurisdictions around the world use emissions trading as a tool to achieve their climate goals. At the beginning of 2022, around 17 percent of global greenhouse gas emissions are covered by emissions trading systems (ETS). Emerging economies and developing countries around the world are taking steps towards developing such systems.
From 22 August to 2 September 2022, the International Carbon Action Partnership (ICAP) will convene a two-week ETS training course to provide training at the intermediate level on how to apply emissions trading in emerging economies and developing countries. Over the course of two full weeks, participants will explore concepts and key elements of ETS implementation, through a mix of presentations from expert speakers and policy practitioners as well as interactive activities. Each session will draw on experiences from existing ETS to explain the main design choices for setting up an ETS and to convey solutions for their implementation. Over the course, participants will have ample opportunities to network with each other and with the teaching faculty, composed of representatives from ICAP members, carbon market professionals and other experts in the field.
Target group
Applicants should already be familiar with the basic elements of and rationale for emissions trading as a policy tool. The Summer School is aimed at public officials or stakeholders from the non-governmental, academic and private sectors who are or will be involved in deciding on, designing and implementing carbon pricing mechanisms. Applications are welcome from current residents and nationals of emerging economies and other developing countries. Alumni of previous in-person ICAP trainings (Summer Schools or Training Courses) are not eligible; alumni from previous virtual courses are welcome to apply. Participants will be selected based on defined criteria that aim for a balanced mixture of professional backgrounds, gender and nationalities. Final confirmation of participants will rest with ICAP. Attendance at the training course is capped at 30 participants. To apply for the course, please complete the application form here. As part of your application, please explain your motivation for joining the Summer School and your prior experience with or knowledge of emissions trading. Only apply if you can attend the entire duration of the course. Applications close on Monday, 11 July 2022. Successful applicants will receive confirmation by Friday, 15 July.
Format and Content
The curriculum of the ICAP Summer School covers the role of emissions trading as a policy instrument for climate policy, providing illustration through many hands-on examples, practical experience and case studies. It addresses a range of issues faced in the design of emissions trading systems (ETS), considering the specific needs, circumstances and perspectives of emerging economies and developing countries. Covered issues include:
- Defining scope and coverage of an ETS
- Setting the cap, allowing for offsets and balancing supply and demand of allowances
- Allocation methods
- Data collection and inventory generation
- Ensuring compliance through monitoring, reporting, verification and enforcement
- Registry design and implementation
Additionally, the course will explore important steps in the implementation of an emissions trading system, with consideration to specific needs and interests of developing countries. This includes:
- Administrative structures and legal framework
- Stakeholder engagement
- Addressing competitiveness concerns and the carbon leakage risk
- Impacts on and responses from covered entities
- Carbon market analysis and drivers
- Regulation and oversight of the carbon market
- Strategies and pathways towards introducing carbon pricing systems
- Opportunities for regional cooperation on carbon market implementation
Team-building activities are an important component of the ICAP Summer School and will be fostered through break-out sessions and frequent working groups. Participants will also be encouraged to share any relevant experiences from their jurisdictions, to support peer learning. A detailed program will be made available to those applicants who have been selected for participation.
Teaching Faculty
Teaching faculty for the Summer School will consist of experienced decision makers from the relevant administrative authorities in ICAP member jurisdictions, as well as practitioners and representatives from established educational and research institutions active in the field of emissions trading and climate policy. With this combination of different backgrounds, the faculty not only guarantees a high level of technical expertise and practical experience, but also promotes the creation of an active network between Summer School participants, government officials and the research and advisory community.
Logistical Arrangements
The Summer School will be carried out from 22 August to 2 September in Florence, Italy. Travel expenses, accommodation, catering and local transportation during the Summer School will be covered by the organisers for all eligible participants. Further details will be made available to those applicants who have been selected for participation.
