Implementation of Article 6 of the Paris Agreement

After COP 21 in Paris, negotiators have a mandate to create a rulebook to ensure that this and other parts of the PA become operational. Negotiators are aiming for completing this task in 2018 at COP 23.

Capacity Building and Experience Sharing Forum of the China Carbon Market Day

Emissions Trading Systems (ETS) significantly reduce mitigation costs and unlock economic opportunities of low-carbon transition. Since the first carbon market was launched in the EU in 2005, 19 systems now operate worldwide. This event presented the latest developments in ETS, mainly in Asia, Latin America and subnational jurisdictions in North America. Policymakers from existing and emerging schemes presented case studies and lessons from the implementation of ETS and discussed barriers and solutions for carbon prices to trigger low-carbon investment. The side event focused on maximising the effectiveness of domestic systems as well as the role of linking markets in attaining decarbonisation goals.

Many governments are turning to carbon pricing as a means of reaching the goals of the Paris Agreement, such as designing and operating emissions trading systems. In addition, by linking emissions trading systems, not only does mitigation becomes cheaper, governments have the opportunity to work together to demonstrate climate leadership and also adopt more ambitious climate targets.
