OUT NOW: ICAP and the World Bank’s Partnership for Market Readiness (PMR) release second edition of "Emissions Trading in Practice: A handbook on design and implementation".

ICAP and the World Bank’s Partnership for Market Readiness are pleased to announce the launch of the second edition of “Emissions Trading in Practice: A handbook on ETS design and implementation” (the ETS Handbook).

Building on the first edition published in 2016, the second edition incorporates important learnings and developments that have taken place over the last five years. It retains the key academic and practical insights from the first edition, and reflects the experience gained through new jurisdictions implementing ETSs as well as the reforms and design innovations from existing systems as they prepare for even more ambitious climate targets. New elements include updated guidance, revised and new case studies, and additional content on highly regulated markets, the rational and risks associated with market intervention, identifying compatible priorities when linking, and aligning ETS design with climate policy goals.

The second edition also benefits from critical feedback gained from the practical application of the ETS Handbook by policymakers and practitioners in designing and implementing ETSs over the last five years, as well as the experiences of ICAP and the PMR in their ongoing ETS capacity building efforts.  The updated handbook offers a restructured 10-step guide for policymakers and practitioners as they develop, design, implement and refine ETSs around the world.

The World Bank’s Partnership for Market Implementation (PMI) and ICAP will continue to use the handbook as part of their ongoing ETS capacity building efforts.
